Dallas T. Lower Memorial Endowment/Award


The dream for this endowment began with donations made in honor of First Command Financial Services Advisor Dallas Lower after he passed away after a long battle with cancer on May 1, 2007.  In 2009, an anonymous donor brought this dream much closer by contributing $40,000 toward creation of this endowment.

Dallas was the beloved husband of Diane Lower (Antoniak), father of Angie, Gina, Amy, and the late Jeremy Lower, and loving grandfather of Austin Lower.  Born in Akron, Ohio, Dallas served 21 years in Army Air Defense.  He became a First Command client in 1980 while stationed at Fort Bliss, Texas. Following his Army career, he was a professor of military science at Xavier University in Cincinnati, Ohio.

Inspired by former First Command advisor Ron Stewart, Dallas realized a long-time dream in 1998 when he signed on as a First Command advisor.  As an advisor, Dallas’ instincts and dedication distinguished him as a top earner.  He was a recipient of the prestigious First Command Gold Producer Award in 2001 and Top District Leader in 2006 with nine months of meritorious achievement.  Despite his busy work schedule he always found time to attend his children’s soccer games and practices.

He is quoted as having said, “The #1 priority in my life is my family.”

Dallas is remembered for his great sense of humor, dedication to his family, willingness to always help out a friend, and commitment to helping others find financial independence and security.

The Dallas T. Lower Award

In honor of Dallas’ commitment to the mentorship of new advisors, funds from the Lower endowment are used to encourage “established” First Command Financial Services Advisors to pursue professional designations.  In 2012, in addition to reimbursement awards to advisors, FCEF added reimbursement awards to First Command Field Support Staff Members.  In 2016, college courses became eligible for reimbursement


First Command Advisors First Command Field Support Staff Members
1. Have earned an advanced financial professional designation or have passed any college courses within the past 24 months.

2. Obtain a written endorsement from your District Advisor (DA) or Director of Advisor Operations (DAO).

a.  Endorsements must be submitted to Scholarships@fcef.com by the DA/DAO with the applicant’s name in the subject line.

3. Furnish a copy of the certificate of completion, college diploma, or receipt for the designation or classes taken.

1. Have earned within the past 12 months or be pursuing a professional license or certification, or attending any college courses.

2. Be directly employed by a First Command Advisor at a First Command field office with over one (1) year of consecutive employment (full- or part-time) and be working as a field support staff member, i.e., AA/OM/CCS/Receptionist, Licensed Associate, or Associate Advisor.

3. Obtain a written endorsement from your Advisor.

a.  Endorsements must be submitted to Scholarships@fcef.com by the DA/DAO with the applicant’s name in the subject line.

4. Furnish a copy of the certificate of course completion or course enrollment receipt.

Application Process

The application period runs from November 1 to November 30.

All applications and supporting materials (letters of endorsement, certificates, receipts, etc.) must be submitted to the FCEF Scholarships division at scholarships@fcef.com or fax to 817-569-2970.  Applications and/or supporting material received after the deadline will not be reviewed or considered.

Note: Winners will be announced and notified no later than December 15.  Winners will be required to provide a recent photo (jpeg format) to be used in FCEF publications and website announcements of the the award recipients.
